We are deeply honored to be invited to the 3rd OCS Annual Symposium 2025

Held as an official side event of the UNESCO Global Forum on the Ethics of AI in Bangkok.

At this pivotal gathering of policymakers, regulatory leaders, and international representatives — including members of the Council of State, directors of key public agencies, diplomatic missions, and chambers of commerce — we are proud to present our strategic initiative: the TH2OECD platform.

Developed in partnership with the Office of the Council of State, TH2OECD harnesses the power of AI to support legal reform, regulatory modernization, and alignment with international standards. It is purpose-built for the Thai public sector, combining deep legal domain understanding with GraphRAG (Graph-based Retrieval-Augmented Generation) technology.

This enables traceability of legal analysis and topic-based legal search, ensuring that insights are both relevant and verifiable within the broader legal framework. The platform plays a strategic role in supporting Thailand’s aspiration to become a member of the OECD — accelerating the legal and institutional readiness required for accession.

We believe this is just the beginning. Artificial Intelligence will play an increasingly vital role in LegalTech, RegTech, and the broader Governance, Risk, and Compliance (GRC) landscape. The overwhelmingly positive feedback from distinguished visitors to our booth — many of whom expressed that the solution exceeded expectations — is both humbling and motivating.

This occasion also marks an important milestone for the company: the official launch of our new brand identity, STEL.AI. It reflects our strong commitment to developing homegrown Thai software that meets international standards, powered by artificial intelligence (AI) and purpose-built to support the missions of government agencies and organizations operating in regulated environments — with a focus on performance, reliability, and real-world applicability.

We look forward to continuing this journey — shaping the future of governance with technology that is transparent, responsible, and built for impact.
